Project description

The general objective of this Study on measuring the contribution of higher education to innovation capacity in the EU is “to develop a stronger evidence of the contribution of higher education systems to innovation capacity”.

The study will provide evidence on the key factors determining the contribution of higher education institutions (HEI) to innovation capabilities and expand the understanding of this contribution beyond traditional measures of the role of HEI on innovation capabilities. 

 

This general objective is broken down into 5 specific objectives which define in detail the purpose of this study:

  • Provision of a comprehensive overview of the existing means used for capturing, interpreting and applying data and evidence for presenting the contribution of higher education systems to innovation capacity;
  • Critical assessment of the existing metrics for capturing, interpreting and applying data and evidence presenting the contribution of higher education systems to innovation capacity, including an analysis of the merits of the different approaches used;
  • Provision of alternative indicators for capturing the contribution of higher education systems to innovation capacity;
  • Development and implementation of a prototype set of alternative metrics for capturing the contribution of higher education systems to innovation capacity;
  • Discussion of the feasibility of developing new proxies or metrics for capturing the contribution of higher education systems to innovation capacity on the EU level.

 

The project is divided in 3 phases

Phase 1

(the Inception Phase) Includes the kick-off meeting, the kick-off (peer) workshop and the refinement of the methodology of the study.

 

Phase 2

Addresses the tasks related to a comprehensive literature review, the identification of gaps and inadequacies of the current theories and metrics applied as well as the proposition of a new approach (a prototype set of indicators).

 

Phase 3

Includes all activities related to the implementation of a prototype, the feasibility study and the provision of policy-relevant recommendations.
